In short
Back in 2004, MRCE ordered a batch of 10 JT42CWRM locomotives, that complemented their existing fleet of JT42CWR locomotives. The first loco of the batch, 8653-01, is a special one as it's the only one to have the characteristic airconditioning boxes installed.
MRCE 653-04 and 653-10 also have special history. Prior to entering service they were extensively used for ETCS trials, primarily in The Netherlands.
